This is "a rugged boulder, parts of which have broken away" (#Sircar_1953-54a:84). No further details are reported. It is on Kauleśvarī Hill (24.374768, 84.864330, recorded on Google Maps as Kolua Pahar, probably a typo for Koula), about 8.5 km from Hunterganj in present-day Jharkhand. The exact location of the inscribed boulder is not reported.

The inscription is probably on a natural boulder or rock face. It was located by Beglar (as reported by Fleet), and is on the right-hand side of the base of a flight of steps leading from the Pāpaharaṇī tank (24.832346, 87.035822) at the bottom of the hill to the hilltop tank. Hamilton says this inscription is higher up than the one on %OB00196.
